Background

IACUC members are expected to maintain confidentiality regarding IACUC deliberations and yet communicate and promote information regarding IACUC policy and activities. The following has been developed to guide Committee members in navigating between these contradictory obligations.

Policy

IACUC ACTIVITIES INVOLVE

  • Protocol and amendment review
  • Policy development
  • Facility and laboratory inspections
  • Animal user training
  • Assisting investigators with animal welfare concerns
  • Investigation of non-compliance

INFORMATION THAT MUST BE KEPT CONFIDENTIAL

  • Information related to non-compliance investigations, including the results and corrective actions.
  • Inspection results specific to a laboratory.
  • IACUC meeting deliberations and meeting packets, including agendas, minutes, meeting materials, and protocols.
  • The source of any specific comment or viewpoint from Committee discussions – IACUC actions are committee actions and should not be attributed to a single member.
  • In general, information specific to a PI, laboratory or individual.

INFORMATION THAT SHOULD BE COMMUNICATED TO CAMPUS

  • New policies and changes to policies.
  • IACUC purview, how the Committee functions and the regulations/policies mandating IACUC activities.

AREAS REQUIRING JUDGEMENT IN DECISIONS TO DISCLOSE INFORMATION:

  • Issues and opinions discussed during policy development and protocol review.
  • The attribution of specific procedures/experiments to specific PIs (discussion of which lab is pursuing a specific type of experiment).
  • Inspection results, AUP contents and non-compliance situations as exemplars for guidance and caution, while assuring specific laboratories cannot be identified.

INFORMATION THAT REQUIRES CONSENT OR APPROVAL PRIOR TO DISCLOSURE:

  • Sections of AUPs may only be provided to others (including other faculty requesting examples) with the consent of the PI.

GENERAL CONFIDENTIALITY REQUIREMENTS

  • Documents saved to personal devices should be deleted after the meeting.
  • If a committee member receives a direct request for information from another faculty member, they should refer the faculty member to the IACUC office.

VIRTUAL MEETING CONFIDENTIALITY REQUIREMENTS

  • Use headsets or access the online meeting in a private, secure area to ensure the integrity of the discussions.
  • Confirm the screen is secure and do not share any documents or information from the meeting.
  • Members should notify ORI staff if they will be late, logging off early, or not attending a meeting. It is recommended that all members call in with their username/video to verify identity. Those that join with phone only (without video) will be asked to identify themselves.
